The practice manager and Dr Williamson from the existing surgery addressed the committee and expressed their support for the much-needed new facility.
It would replace the existing William Fisher Medical Centre, in Southminster, and has received support from the Mid-Essex Integrated Care System - formerly the Mid-Essex Clinical Commission Group.
Adrian Fluker, the ward member for Southminster, said: "As the district councillor for Southminster this project has been very much at the forefront of my campaigning for more than eight years.

"I am delighted that this important milestone has been reached and the proposed new medical centre has been granted planning permission.
"Whilst some members expressed concerns about the number of car parking spaces available the scheme was policy compliant.
"Now that planning permission has been granted I hope the Mid Essex NHS Alliance will deliver this much-needed future-proofed facility for Southminster as quickly as possible."
